Airtel — amount debited product not delivered

Address:Midukkan House, Ponniam west, Thalasserry, Kannur, Kannur, Kerala

Today at 3:03pm i recharged my mobile number from airtel application by payment through Paytm wallet. Amount was 48Rs.
Recharge got failed. Paytm says they are not responsible because it is merchant's job for delivering products. I have screenshots of failed recharge. I was looking for refund in airtel application and it wasn't available there. I need refund of Rs48.
