Amrapali Group — Delivery of flat

I had booked a flat in tower r unit 1802 in amrapali sapphire ii in 2009. They had promised to deliver the flat in three years. Full payment has already been made, but for one year there is no communication from the builder. No one is picking up telephone at their corporate office. There is total uncertainty and i do not know whom should i approach?
