Building — covering of roads by thales and redis

Hello I live in Prakash mohalla, east of Kailash. There is a building in street no. 1 whose residents park their rickshaws redhies on the road covering a lot a place. They are also downgrading the quality of society. Please take actions against it. Everybody is annoyed by them.
Also there is a park in garhi just opposite to main gate of mcd jharia Maria school. But some people have made it parking. They are treating as that park is there own property. They do anything in that park.
