Delhi Technological University — unauthorized service charges asked for paying fees

I have given given fees of my son for 2nd year through the online portal of dtu. The site charges service charges for paying the fees. The charges more than rs. 1000 for paying through credit cards. As per the govt of india directives, no additional charges should be charged by the govt authorities while paying online.
Therefore, the service charge taken by dtu should be immediately stopped and those charged should be refunded.
