Dlf — regarding unusual road blockage

I am narendra singh, working in one horizon building since one & half years, this the recent incident, the gaurds of two horizon building usually make a road blockage of horizon lane without intimation or informtion of that blockage to public. When i asked about this issue than they told me that this is due to heavy traffic, but there was no traffic at all. If this is the genuine issue than make that cut block permanently otherwise make it open for vehicles. This kind of situation will create unusual inconvinience. Please sort out this matter.
