Sub : Review of Manning Document 2018-19
With profound veneration, I implore to submit before you the following few lines for favor of your kind consideration:-
1. Ex-Servicemen Contributory Health Scheme (ECHS) Polyclinic under Ministry of Defense Govt of India, since its inception has been having contractual employee working in the Polyclinics. This is the only contractual Government Scheme which functions only with contractual employee. The terms of reference for contractual period of engagement is promulgated by Central organization ECHS.
2. I am a contractual employee working with ECHS Polyclinic. Manning Document for 2018-19 forwarded to all ECHS Polyclinic. In that It is stated that certain contractual employment to be abolished blindly from ECHS Polyclinic.
3. I being also a contractual employee socked to learn the unsolicited decision of central Organization ECHS. At the very same time, it is also not in consonance with the prevailing recruitment system in other government organization in the country. Hence, it needs to be analyzed thoroughly rather to arrive at any wield decision.
4. After all, India is a democratic country not a single Individual can take such kind of decision by which the life of many employee seems to be ruined. Such treacherous act is unbearable for any employee. Hence, a high power committee needs to be constituted to review the manning documents 2018-19.
5. The equipment purchased for various faculties like Dental, Physiotherapy, laboratory etc by system will be left unused. This again shows that the person sitting at the helm of affairs making all sort of decision in hurry without any planning, consultation and feedback from environment . Whereas planning should have been prior of any decision and feedback from all stakeholder.
6. By removal of employee the referral to hospital will increase proportionately and the organization will have to loose Government exchequer for the same.
7. Recruitment of Contractual employee means finding suitable candidates for particular job. if a person performing satisfactorily in a organization, then there is no point to remove after 11/22 months.
8. Interview after every 2 years as such, is not an interview it is a methodology to extract bribe from needy person. It is pertinent here to mentioned that unemployment is a greatest challenge for the mankind specially in our countery.
9. If anyone joining the government organization solely with aim to get better and secure job. But the terms and condition of ECHS is comparatively like any un organized sector in the open labor market.
10. Removal of a person from employment is similar like ordering a death sentence by the court to an individual.
11. It is therefore requested to look into the detail In the light of organizational and individual interest as well.
