I have gone for medical test for kuwait at okhla phase ii "paramount diagnostic centre" which is gamca approved medical center. Many labour class people across india come o this centre for medical test before they go to gulf countries for jobs. The centre representatives say that the test report will be given within 24 hours but they don't give the medical report on time. They take 4-5 days for the report. They keep saying phrases like : "status has not come", "senior doctor has not come", "no doctor is available", "doctor has not come from the embassy". It is very difficult for a poor person to stay in delhi for five days to get the report and the original visa (Kept before the test by the medical centre).
I have done a small research on this issue and found that the medical centre does not have well qualified doctors and staffs. They keep repeating the test again and again. They ask 2-3 times for x-ray and blood test. They keep saying "the x-ray is not clear and you have to come to the centre again for the retest". If they have qualified doctors, why they ask for the retest again & again?
Most of the time, the centre asks for a test from outside labs from where they get at least 15% commission. 5% commission goes to the doctor who recommended the test and 10% goes to the paramount medical centre. They get commission from the agent also. They make medically fit to those who come through agent. If you have come on your own, they will take your money and make you medically unfit for giving any medical reason even if you are declared medically fit from other medical centre. I got to know about this from one of their staffs who was very honest person.
Sometimes people go for pre-medical test ("kaccha" test in their language) for gulf. They charge rs.7000 for this test but they do not give the bill for rs.7000. They will give you only the bill of rs. 4, 500.
A recent incident took place in front of my eyes on 25th of june 2019. A mother, going to kuwait, came for a medical test on 25th of june. She has come from a very small village of bihar. She has a small baby who is just 6 months old. The representative of paramount said that the test report would come in the evening on the same day but it didn't come. The next day i. E. 26th june, they say the doctor has not come. The next to next day i. E. 27th june, they ask for repeating x-ray again and promised to give the report in the evening but they again made an excuse saying the senior doctor has not come. Next day, the doctor asked to go for a city scan from outside as it is their strategy for commission.
The mother of that child is very poor and it is difficult for her to live in delhi for one week with a small child. She is crying because she doesn't have enough money to survive in this city. I called on behalf of her, the centre representative say "the medical unfit report will come tomorrow". I asked that person "how can you say that unfit report will come tomorrow without giving the report? It means you are intentionally making her unfit because she has made a complaint against you? The representative then changed the statement. On the fifth day, report came and the report was medically unfit as they have already said it.
A mother has lost all her money, time, energy and hope to give a better life to her baby. She was intentionally made unfit because she was complaining against paramount diagnostic centre. I request everyone to raise this issue and help to get the justice to a mother.
