Post your query on government PG Portal (https://pgportal.gov.in/Signin). Raise your grievance against option below

Select Main Category : Refund of Booking
Select Next Level Category : From Tour Operator/From Travel Agency
in Description section mentioned complete history with name and number of a person who done your booking on kesari behalf. Attached all your email communication with Kesari as well.
Once your grievance raise then Ministry PMO office will assign this to nearest police station. Then respective police station will call you and get details from you and they will call Kesari for issue resolution.
