Kurukshetra University — Holding Admit card for no reason

Dear sir
I am submitting a complain against a college who ask for next sem (5th) complete fees to provide this sem (4th) admit card to all the students. And dues till this sem is clear than i don't think there is any rule of this kind.
Please look into the matter here are the details of college with official letter by college to ask fees.

PKG College madlodha
Near thermal Power plant
Panipat
Comes under kurukshetra University region.
