Passport Office Dehradun — failed payments not refunded

Dear sir,
On the date 25th feb 2017 at 11:00 am i had made payment for passport fee of my sister in law mrs. Bhawana bhatt (Passport no. P7452116).
My first payment was failed so i made it again via my debit/atm card of kurmanchal nagar sahkari bank ltd. A/c no. [protected] but again it was failed. Finally the payment for the fee of above passport paid through other sbi account and passport was made.
Dear sir the recovery of above mentioned two failed payment not yet done. I do not have transction id, but the messages i got were as under

Dear sir i told my bank to solve the problem but they could not do any appreciable job.

Please take necessory action and intimate me or please advice how to get the money back.
