RTO India — Learner License Non issuance

I have applied for Learner License of my daughter which was approved on 21st Feb in system with mention of no need to visit RTO Office .

Till date the LL has not been issued by Borivali RTO, have sent them mail twice on the same but the response has not come from their side .

The status is shown as pending for LL to be issued by Licensing authority since last 2 month .LL is issued immediately after learner test is given, then why is the delay in this case .
Please resolve my issue.
