Savvy Enterprises — Service charge refund

Respected sir, I entered into an agreement with below mentioned consultancy for Canada job search. Savvy Enterprises SCO-6, 2nd Floor, Above Bank of India, Bank Square, Chotti Baradari, Patiala-147001 (Punjab) India. As per the agreement if they could not find a job for applicant with in 6 month from the date of agreement, they would refund 21, 500/- from the total registration of 28500/- .But it's been almost one year from the agreement they have not refunded the money.I tried to contact them several time but they are not attending the phone.
