Value Consulting — Cheating people on the name of h1b

One person SEAN Taylor (phone # +[protected]) from value consultancy called me in January 2015 for H1B . and asked me to deposit 2400$ as h1b security fee and told me if if i would not be picked up in lottery then they will refund my full amount . I had made the payment o[censored]SD 2400 through one of the companies in India named Intelli Screen Pvt. Ltd. where I was told to transfer the INR equivalent of the above amount. in June 2015, I was informed that my petition did not get selected in the lottery . and they will refund my money . initially they respond to my phone call and told me they are going to start refund from October /November 2015 . but after November 2015, they have have stopped responding to email/phones and I am really suspicious whether the petition was actually filed. now i can understand they are really cheated people on the Name of H1B . I want these people to be punished strictly and refund back my money as soon as possible.
