Velammal Vidhyashram — Demanding 1st term fees for issuing Transfer certificate

My child studied in velammal vidhyashram Guduvancherry - 5th STD.
I requested Transfer certificate for my child to move to another school on 24.04.2021. There is no notification from school side regarding issuance of TC as they will notify normally. But the principle is demanding for 1st term fees for next academic year to provide the TC request form stating that it is the school management policy.

Then on 7.05.2021 again i met the principal and requested for TC, She clearly told to pay the 1st term fees and get the TC.

Since I am not have any other option I paid my child's 1st term fees for getting the TC .

Then i came to know that school is providing TC or TC request forms for children with out getting the 1st term fees.

So i requested the Principal for refunding the 1st term fees, which i have paid to get the TC.

But there is no proper response from the principal.

Keeping the current pandemic situation and lock down due to COVID 19 second wave. Kindly resolve my compliant.
