Vistara — vistara operating against government rules

My pnr k9tozk for a flight from bangalore to mumbai for 15th august 2020 was canceled due to covid-19 as per what the vistara customer care executive told me.in fact i had booked the flight on july 1st which was definitely after airline lockdown lifted. Right now all airlines are giving full refund option (Earlier to this i had a booking with air asia and whatever reasons they had cancelled the flight for, they gave me full refund). This is definitely not the customer's fault but a full refund option was not given to me and i was forced to change the ticket to an open ticket with vistara and the timeline i was provided was 31st march 2020 this would mean that even if i die i will have to travel within this timeline so this money that i have paid gets utilised. When i spoke on saturday i was told that a full refund option will be provided, until saturday the flight cancellation was due to operational reasons and on monday it became covid so the airlines do not have to refund the money to the customer. Vistara flights are already expensive and making this an open ticket they proved how low private airlines can get. When the indian government has clearly told all flights need to be refunded if the cancellation is happening due to covid, vistara is using their own marketing strategies to make customers using their own # services with a timeline hanging. Is this not against government guidelines?
