New connection dispute

I had applied for Airtel MyPlan 199 and paid INR 300 as activation charge to the Airtel agent on 22/09/2016. Same day I forwarded my Porting code as well.

After many times of follow up, he could not give me any satisfactory answer why my connection is not activated, so I asked for refund my money as my porting expired.

I spoke to your representatives but I didn't get any fruit ful resolution.
I don't understand why every time airtel is deducting such amount...
