15 Yrs Expired Vehicle Running And Parked — 15 years Expired vehicle still running and parked

There is a car DL1CP-5554 (Honda City) in B2 block (House no 56 G.F, near gurudwara), paschim vihar, delhi -110063 which is more than 15 yrs old and still running on road. Government is working hard in controlling pollution but such vehicle's owners are taking things for granted.
Owner is parking this car on road which is taking lot of space and it is illegal as validity of road tax is epired.

I am requesting you to please remove this car because its already 15 years old & taking road space without any use. Also take high penalty from such owners so that they would not parked their different vehicle in future and never take govenment for granted.
