This was observed in my town (Adoni, Kurnool District, AP), but it is definitely not limited to one town. This affects almost every household in AP. This is a subtle billing issue with far reaching consequences.

Instead of noting down the meter once every 30 days; the guy notes it down first time in 45 days and second time in 15 days.

So, instead of two 180 unit bills for two consecutive months, you will get one 270 unit bill in one month and another 90 unit bill in next month.

This seems fine. But, not quite so !!! Remember the telescopic billing tariff? You will be surprised to learn that you may be being overcharged by 30% or more.

180 units:
50*2.6+50*2.6+50*3.6+30*3.6 = 548 rupees.

Two such bills will cost you 1096 rupees.

270 units:
50*2.6+50*3.25+50*4.88+50*5.63+50*6.7+7.22*20 = 1297.40 rupees

90 units:
50*1.45+40*2.6 = 176.50 rupees.
So, the above two bills will cost you 1473.9 rupees.

See that? A over charge of 377.90 rupees (almost a 35% over billing)

Depending upon your circumstances, your loss may be much worse than this.

The electricity departments in all the states have to take responsibility for this discrepancy and rectify it. I am surprised why no legal professional has taken up this case on behalf of public as a whole.
