Anganwadi Kalol,gandhinagar — Without mother permission application submitted for suposhit mata swasth bal yojana

My sister is not staying with her husband, when my sister came to our house she told anaganwadi worker shilpaben, (district-kalol, gandhinagar, Gujarat)that the case against my husband and mother and law for harassing and mental torture and demanding for dowry had been filed and for not taking care of her child she came to her home town, which was in junagadh.so not apply for any scheme of govenment in husbands town. but without knowing her she applied for suposhit mata swasth bal yojana in kalol. now problem is arrised that after apply in one area you cannot apply in other area and my sister was not there she entered her mother and law's phone number in application.
and she missuse the details of her mamata card. how she can apply for any scheme when my sister was not present at applying time?when we asked question against her she behave rudely. please take strict action against these lady worker.
