Asst. Rto Hamirpur U.p — Wrongful Rejection of learners licence

Hello sir/mam,
I am Adil Umar, I have applied for learning license of MCWG, LMV category using contactless service, my RTO office came under RTO, Asst. Rto Hamirpur uttar pradesh, I passed the learners licence test in a proper way but Rto Hamirpur rejected my application two times without any reason.
