Bangalore University — not allowing to give examination fees due to low attendance

Sir due to bad health i was not regular in class.. So my principal detained me and also he didn't allow me to to pay my examination fees...
I just want to know is it worth it?
If it's right then tell me or i will complain to police...
I was requesting him many times but he was so rude with me that he told me to go to high court or police station and complaint against him...
