Bangalore Water Supply & Sewerage Board [Bwssb] — about meter reading

The water meter reader was putting the reading as commercial for 3 months although construction was done and we staying here and he too seeing everytime that there are no shops in this building. We paid 3times more due to his negligence and he told he will change it to residential and took all the required documents last month and promised he will do it within 2 days but till today he did not and for this month he did not even give us the water bill for this month and each time we call him he tells us that the work is done and falsely promises us that he will come and hand us the documents but he never fulfills his promise and keeps on postponding and my dad a senior citizen cannot be running after him. Pls help!!
