Bangalore Water Supply & Sewerage Board [Bwssb] — always billing high (two person water bill comes around 3000 rupees)

We are living in arekere area in bangalore, even though we are two person living and the water bill is coming at an alarming rate upto 3000 rupees. We dont know whats happening, this is totally ridiculous. The meter is running good but why so high even we did not consume such a large volume of water. I am ready to take legal action if not resolved.
