Bangalore Water Supply & Sewerage Board [Bwssb] — Bill break up

Hi sir,

I stay in an appartment in bangalore. There are 4 families. Waterbill is not seperate. It is common for all. But i was not there for 3 months. I have not used water for 3 months. But obviously i have to pay for the fixed amounts like meter charge and so on. I want to know in the bill, which is the amount that is corresponding to the usage of water. What is meant by arrears in that?
