Bangalore Water Supply & Sewerage Board [Bwssb] — I'm getting my bills too late

I have said to my meter reader many times to give my bills on date but he refused that and talked to me so rude, I have to get my bills on 9th of every month but I'm getting on 20th and my due date will be on 24th, I have contacted my area engineerer but he also won't pick calls, soo resolve my problem soon.
