Bangalore Water Supply & Sewerage Board [Bwssb] — Meter Stopped

We are an apartment of 3 blocks A, B, and C and have 3 Cauvery lines with meters in each block. Last month (Dec'22) we did not receive any bill and when required with the BWSSB office we were told to pay as per last month's(Nov;22) bill the same amount as our meter is stopped and needs a new meter to be installed. This month we received bills for all the 3 blocks with mentioned "Meter Stopped" and the billing person is demanding INR22500 per meter change. And also offering the same without the bill at INR15000 for each meter. We would like to understand why our meters are stopped suddenly and then why BWSSB is asking us to pay for a new meter when we have paid all the fees and deposits.
