Bangalore Water Supply & Sewerage Board [Bwssb] — The meters keep running even when there is no water flowing

I have checked the kaveri meter is constantly reading and rotating even when there is no water flowing at the moment, the tank is full but the meter is still. Roatating and it is causing the abnormal water bill..
Is that even possible that 4 bachelor people in a building can use 75000 liter in a month??. There is no leakage in any pipe in the building
