Bangalore Water Supply & Sewerage Board [Bwssb] — Water bill Excess Charge for unused borewell

We received the bill and see a SC for Borewell amount where as we do not use the borewell water at all.
Please help with justification for this.
We dont understand the logic. Because we only use the cauvery water and the consumption is tracked as per meter, Why are we being charged for a facility which we are not even using.
