Bangalore Water Supply & Sewerage Board [Bwssb] — Water meter issues

The new water meter installed by BWSSB is does not work. I used to get water bill of 300 to 400 every month, but the new meter is giving a bill of 4500 rupees. BWWSB does not want to revert these charges and they say their computer system does not allow it. Kindly help.
