Bhoomishree Construction & Millennium Elevators — construction not complete of the flat with the elevator service has not start after 2 years

This is to inform you that after completing of our flat we have shifted almost 1 year ago but still the lift service not start in the building. Every time they [millennium elevators & bhumishree construction both] said that it would be start within 1 or 2 days, since last one year. Even they all didn't receive our call.
Apart from that we didn't receive the cc paper till now.
The construction company didn't complete all work properly in the building, like properly cementing, lighting on the boundary area. Every time they said that we will do will do it, but unfortunately it is still pending.
Also the color of the building is also flush out within 1 year. We could not understand that what was the color of the building when it building was colored first time [1 year ago].
Please help on these issues as soon as possible cause old aged persons are also living here and for them it is almost to go to the 2nd and 3rd floor without lift system.
