Billdesk — amount deducted although transaction failed

Today during paying my electricity bill an amount of rs 759 was deducted from my canara bank account and i paid through my debit card but the transaction failed. It doesnt refund back i want bill desk team to please take a look in to the matter and verify it and please refund the amount and i am ready to assist you with any information you require and i am providing my contact number below

HI, support team actually Im trying to adding amount to paytm wallet.But not add amount.But amount is debited from my bank account. didn't add paytm account.May I know what is the reason...
