Billdesk — amount paid for high security but appointment not confirm or not receipt or reference number generated

My self bhushan kumar and i have paid online fees rs.513/- for vehicle no. Pb08cj951 in the name of balwinder singh on 11th july 2020 and fees amount is deducted from my account but appointment, receipt of payment or payment receipt not reference number not generated and i have requested to many times to punjabhsrp via email or mobile calling but all is vain and they have refused and told me that they have not received your payment but my amount is deducted from my account in their billdesk account pls refund my amount i hereby attached proof of amount and my registered mobile number is [protected]

Pls help me to refund my amount
Note proof of payment and vehicle detail are attached
