Board Of School Education Haryana — transfer certificate fees

Dear sir,
My name is Manoj mangla from Palwal, Haryana(121102). My son Mayank mangla passes 4th standerd at 31st march 2018 from Tagore shiksha niketan public school, palwal. I want to change his school. But when i go to the school for get transfer certificate. They will charged 1250Rs/- for ceritficate and forcefully take 1 month fee also. They said it is a rule. I use RTI but they will not give my right answer and also i am not sarisfy from that. So that i only ask to you that is this fees is legal or not. So please aware me from this rule.
