[Resolved]  MVL Limited Bhiwadi — MVL Coral Bhiwadi - False Commitments and Zero Delivery - Never Buy

I would like to register a formal complaint against MVL Limited towards booking of a flat in their project titled MVL Coral in Bhiwadi. The practices followed at this company are completely anti-consumer and the builder is inadvertently looking at means to fleece money from the customers.

At the onset, commitment is something which the staff at MVL is completely unaware about and customer service for them is a useless gesture. For them, they are the king and customer is the servant. I booked a flat in June 2011 and was promised that the possession will be offered latest by Nov 2011. After waiting for a long period, I finally received the letter of possession in May 2012. While it was heartening to know that the property was ready for possession, I was shocked to understand charges implied in the final Demand Letter. They are as follows:

1. Service Tax - An amount of Rs.1,20,116 was charged towards Service Tax. At the time of booking, I was informed in writing over an email (from an official email id of the staff) that the total cost of the Flat quoted was all inclusive except the registration & stamp duty charges. The service tax was levied on all sales o[censored]nder-construction properties from July 1, 2010. It is obvious that I wasn't informed about this additional cost implication of more than 1 lakh rupees, inflating the total value of the property. It would have been fair that I was informed of this at the time of booking.

2. Charges towards Covered Car Parking and Club Membership - A total amount of Rs. 2,50,000 has been charged towards these two. These are currently far from completion. It would be ideal if these can be charged once they are ready for use. As a principle, a customer should only be charged for what is ready. I am not sure if the real-estate industry too is following a pre-paid model.

3. Loss due to Delay in project - While the letter very beautifully articulates "Non payment of dues will attract interest @ 18% etc..". I incurred a loss due to delay in possession. At the time of booking, it was categorically specified that the property will be ready for possession by Diwali 2011 i.e. by Oct 2011. Due to delay, please note what just not me, monetary loss incurred by every customer:
• Rent for 8 months (Nov'11 - Jun'12) - Approx. 10,000 per month. i.e 80,000
• Income Tax rebate - We couldn't claim tax rebate under section 80c on home loan as the property was under construction. Approx amount Rs. 40,000
4. Gas Pipeline - It was again confirmed at the time of booking that Gas pipeline would be provided. The letter states that there will be an additional cost to it.

5. Maintenance Charges - The maintenance charges of an entire year are charged upfront and the builder doesn’t have any explanation for this.

6. Interest Charges - It was never ever previously communicated that there is an interest debt on my account. All payments were made on time and the bank also disbursed the loan within stipulated time frame.

7. Registry on Hold – Despite paying 100% of the amount, I am still not offered the possession of my flat as the builder is not allowing the Registry. According to them, their architects are re-evaluating the covered area and there will be some enhancement. As a result, fresh charges will be implied.


I had cancelled my booking with another builder in Bhiwadi and invested money in MVL. The only reason I divested from that project was because of their false promises, negative commitments and anti-consumer policies. At the time of booking, I was assured that this is not the case with MVL. Its unfortunate that I am now facing a similar experience with MVL.

By means of this post, I would like to create awareness amongst prospective buyers.

They started with 5 avenues namely coral-1, 2, 3, 4 and 5. But could not get the necessary approvals for Coral 4 and hence removed it from the layout plan. To compensate for the losses in coral 4, MVL deliberately renamed coral 1 to coral 4, coral 3 to coral 2 and coral 2 to coral 3. Please have a look at attached files, original layout plan(still available on their website www.mvl.in) and revised layout plan as per which construction is going on. Except for coral5 all towers are illegal. They have not got approval of new layout plan from urban improvement trust Bhiwadi. They are anticipating approvals from UIT Bhiwadi in coming months, that is why they are giving assurances of possession. Please check with them the actual status of these approvals in written(not verbally). Till they got these approvals, forget about possession.

Is any body taking forming group of owners of Coral ? Joint action is necessary to get meaningful compensation from the builder. They don't respond to mails, do not pick up mobile and you can't go and follow up everyday for possession of flat. Their standard answer is unless registry is done possession can't be handed over. Registry they are not getting done in spite of 100% receipt of payment. [protected]@gmail.com

Hello, I am one of those persons who invested on this project and paid the entire money by sourcing loan from a Bank. I have been struggling to find out the current status - I am already retired and unable to pay back the EMI to the Bankers for the loan availed. I shall be highly obliged if any one can share with me the latest update OR where can I register a strong complaint on this builder. My father invested in this project too and I agree with those suggesting a collective action against these fraudsters. I'm ready to talk details over with all of you and encourage others to step up.
i have booked my flat in 2008 avenue 4 B floor 2 . I paid 100% payment, MVL is not telling the status when they will give me possession.Can someone tell the current status of Avenue 4 and what action should I take if possible.my ID is tovinita.shukla @gmail.com
