I belong to Muslim (Shaik category). I have BC 'E' certificate issued from MRO Office. Can I eligible under OBC quota ?

As per Government of Andhra Pradesh it clearly mentioned that BC 'E' category comes under OBC only. MRO Office is not issueing me OBC

certificate.
