Quoting high price for modifications

Hi Sir,
we have booked flat in mayur signature, Channasandra, Bangalore. We are planning to do some modifications inside flat. He is quoting very high price for modifications nearly four times to the market price. Example for sliding window he is quoting Rs 900 per sqft. In market the cost of good brand also only 200 per sqft. We are calling for negotiation, but he is not comming for negotions. He is telling costs are final.This builder...

I booked a flat in Mayur Brundavan; Electronics City developed by Mayur Builders and surrendered the flat after some time, due to the poor customer service after the booking. At the time of booking they said they will refund the amount within 15 days. But, I have not recieved my money even after months of surrendering. Please suggest what should be done to get my money back? When I contact them they say "Sir abhi paisa nahi aya hai"?...
