Had purchase 1 bhk flat in Vashi New Mumbai on Home Loan basis around March 2013, at the time of purchase the status of construction was 90% work done, touch up was pending, so Occupancy wasn't available at this stage, builder said, it would be available soon and within a month I was provided with the keys after payment without Occupancy Certificate.
