Canada Outsourcing It Service — cheating... payment not given

Sir.. I am cheated by CITS recruiter named nirosha... i had submitted work which they given me.. and they inform me about a call that tells my cits id.. the call is not clear so they told me to pay 425rs and it.. my payment will be done on april 4.. but two weeks before they told 17.7%deduction from my salary couldn't completed due to network issue.. so the amount should be given by two instalments.. then only my payment will proceed.. they told me this amount will be refund on april 6.. approval letter, refund letter all i got but on april 4 around1:30pm i got a message your payment will credit today itself wait till you receive payment... last updation will be at 3.00pm... i waited... but as they told me my salary should be paid around 5pm but it doesn't happen.. and all the numbets they given are switched off right now.. watsup had deleted... i have all proves about what i complainted... sir kindly help me.. because i want my salary as i have no another way...
