Chennai Customs — Deficiency in service

I have placed an order for import of facial masks which are an essential commodity during covid 19 period. The order was placed during first week of APRIL 2020 when the respirator mask was not readily available in chennai. Postal details are as under:

The parcel arrived at mumbai on 24.6.20
consignment held by customs
parcel arrived at chennai airport sorting office on 3.7.20
customs hold.
Consignment held by chennai customs boder agency
Again customs hold
The item imported way back in April for a small value that too an essential personal protection item is held by customs.
We have waited for nearly 4 months and don't understand the reasons for customs hold for this small value essential items for medical protection and request it's release on priority basis.

why should facial mask n95 be put on customs hold? The cost of mask is of small value rs 1616 and that too for personal use of family.
It is unjustified to retain by customs without a valid reason and must be released forthwith

we do not understand why chennai customs takes more than two weeks to release from customs hold N95 masks which are personal protection item to wade off carona especially when the consignment is of small value for personal use
