i have got the mail that won the prize

I have got the mail that i won the lottery prize of 3 crores 35lakh rupees. He said i have to pay the amount of local custom duty charge 21, 500/- rupees. So sir please tell me what is this? How can i believe them to pay? This is right or wrong

Horrible customer service
