Citrus Payment Solutions — Payment debited but not returned back.

Address: Aurangabad , Maharashtra

I have made payment for MSEB tendering purpose on 29/03/2017 of rupees 16590/- two times. This amount of (16590 x 2 = 33180/-) was debitted from my SBI account but was neither credited to concerned tendering authority nor returned back to my account.
I have complained to SBI bank, but they said that its not our fault.
Kindly resolve this issue.
