Cognizant — cognizant - didn't receive offer letter

I was interviewed on 8th december 2018 at cognizant in chennai.
I cleared all the rounds and including hr round. They made me fill a form with all my details on the same day.
Hr told me that with in 1 week i can expect the offer letter,
Its been 2 weeks now and i have not received any offer letter from them.

I want to know when i will receive my offer letter.

Hi CTS Team,

I attended interview on December 1st 2018.

Cleared all the rounds and filled necessary forms.

Got call from HR and got email confirmation also that I'll get offer at the earliest.

Still waiting for offer letter from past three weeks.
