Cognizant — cts offer letter is not released. why?

I have attended an interview at cts thoraipakkam asv sun tech park on nov 2nd 2019 and cleared all the rounds. At the end hr informed me that i will receive my offer letter in a week but i haven't received yet. Meanwhile i received an email from cts talent acquisition to upload my photo in one of their portal. After that, i haven't received any updates. I am not sure if normally they would take almost a month to release the offer letter.

Updated by sriramrc6 I have attended the cts interview in thoraipakkam, asv sun tech park chennai,
Completed all rounds and initial screening too, filled candidate information form online. There is a mail from tag team that i was cleared my interview, please expect a update soon. That's all.
Its been a month, i have tried to follow up with hr, but they didn't replied to any of my mail.
