Cognizant — penalty 5000 for passport

I applied for a passport in trichy rpo office by considering my address proof and aadhaar card because my native is trichy. But, trichy rpo officer's given me a penalty 5000 for applying in trichy instead of chennai. Because i have been working in chennai for past 1.6 years. They rejected my passport and need to reapply again. So totally i need to give 6500 for my passport. Right now i don't have that much money to get my passport as of now.
