Cognizant Technology Solutions — cognizant technology solutions offer letter on hold

I had given interview with cognizant in kandhanchavadi, chennai on march 2nd skills plsql developer. After clearing technical, managerial, hr round, after that they gave me one form as i filled up that and given to them then they said that offer letter will be released in a week. But its been 2 months now they haven't released offer letter. I mailed the hr saying business has said to keep the offer letter on hold and they will release the offer letter once business gives go ahead. After that, i haven't received any updates. Almost 2 months completed but i didn't get the offer letter.
