Cognizant Technology Solutions — Delay in Offer letter. HR team not responding

I had my technical interview on 23rd October and my HR discussion on 28th October. I was told that the offer letter would be sent in 2 weeks. That time has passed and still no response. No one responds from the HR team as well.
