Cognizant Technology Solutions — offer letter not given even after more than a month

I attended interview with cognizant on 20th july'19 at cts kolkata for associate position. I cleared all the rounds, hr negotiated salary with me and hr also told me that i will get my offer letter within 1 week time. But i have not received any communication till now even after following up with hr via mail multiple times. Request a prompt response as i am looking forward to this.

Hi, this sharjil siddiqui i got selected in cognizant on 29aug 19, for fb non voice process, it almost 14dYz but i ddnt got my offer letter yet.for that i ddnt join any company yet jst for waiting.but they dont respond or clear to me.
