Cognizant Technology Solutions — offer letter not received even after confirmation from hr. and received on hold mail from cts

Hi,

I had interviewd with cts on 11th may 2019 for etl tester and cleared all the round including final hr discussion. My poc was sakshi and she assured me that i will get offer letter within 2 weeks. But on 22 may i got a mail from cts with sub. Application status-under review and mail stated that my application has kept on hold.
I have mail to my recruter hr but there is no respone from them.
Please let me know the same issue
