Cognizant Technology Solutions — offer letter status-interview on dec 8

I have attended interview on 08-dec-2018 for teradata developer in chennai varalakshmi tech park. I have cleared 2 technical round and one hr round in which my package was finalized. On dec[protected] i received a mail from cognizant tag team stating my application has been kept 'on hold'. Can you please let me know the status of my application. Can i expect offer letter?.
