Cognizant Technology Solutions — Regarding offer letter issue delay

I filled my cis form on 27th june. Hr siad that you will get offer letter with 2 to 3 days. It more than 45 days till now i didnt get the offer letter. Give me suggestion wheather i will get offer letter or not
